dhcp: fall back to other clients when an invalid one is specified

dhcp: fall back to other clients when an invalid one is specified

If the user specifies an invalid 'dhcp' option in configuration,
currently we disable DHCP. Instead, fall back to other available
clients, as we do for other options.
